樓主投稿小白。

兩個審稿人都給了 Not acceptable without major revision，審稿系統(tǒng)里直接reject了。但是編輯回復(fù)的郵件里像是拒稿重投。

這種情況是最好重投嗎，需要再點對點寫一個response to comments的文件上傳到審稿系統(tǒng)嗎


郵件如下：
I regret to inform you that in its current form your manuscript cannot be accepted for publication.  However, since the Editorial Committee have found some merit in the manuscript, I am willing to reconsider it if you wish to undertake major revisions to address their concerns.

Please note that resubmitting your manuscript does not guarantee eventual acceptance, and that your resubmission will be subject to another review before a decision is made. You will not be able to make your revisions on the originally submitted version of your manuscript.  Instead, revise your manuscript using a word processing program and save it on your computer until you are ready to re-submit.
