Please carefully address the issues raised in the comments. One issue in particular that is important is to address the suitability of your paper for JMBBM. Please articulate that clearly in your cover letter. Reviewer #1: I have reviewed the manuscript and have the following comments. The manuscript is not suited to the Journal of Mechanical Behavior of Biomedical Materials or the Journal is not suited to the manuscript, either way. Firstly, the content of the manuscript in its present form has nothing to do with biomaterials. Indeed, Ti-6Al-4V has been widely used as a biomedical material. However, it is not the typical Ti-6Al-4V. Instead, it is the extra low interstitial (ELI) Ti-6Al-4V, known as ELI Ti-6Al-4V, which requires extra low levels of interstitial elements. The composition of the feedstock material used in this study, the 1-mm diameter Ti-6Al-4V wire, does not meet the requirements for ELI Ti-6Al-4V (both O and H are above the limits). In addition, after plasma arc deposition in an argon atmosphere, the content of the interstitial elements will further increase making the alloy further away from ELI Ti-6Al-4V. Secondly, additive manufacturing by plasma arc deposition is attractive mainly for fast manufacturing and for the manufacture of relatively large but less intricate parts. It is difficult to justify the use of this process for the manufacture of a part or component for biomedical purposes. All current implant parts made by additive manufacturing are manufactured by powder-bed based additive manufacturing processes. It would deliver misleading information to the readers of this journal. This manuscript is typical for a normal materials processing journal. It is difficult to understand why the authors have chosen JMBBM (another comment is that, technically, the manuscript is far from concise and the authors may wish to condense it for submission to a different journal) Reviewer #2: In it's current state the manuscript needs to be revised significantly. Reviewer #3: The authors report a study on the continuous plasma arc additive manufacturing of Ti6Al4V. The microstructure, phase formation, texture and mechanical properties are systematically studied. The underlying mechanism for the formation of the phases and microstructure are also discussed in detail. The findings are interesting and provide some important insights regarding to this novel plasma additive manufacturing process of Ti alloys.
