IEEE TCSVT REJECT 可以重投嗎

reject了，但是AE 說(shuō)可以resubmit. 但 Editor in Chief的據(jù)信里沒(méi)有提�，F(xiàn)在的拒信格式似乎和今年年初還是去年的不一樣了，原來(lái)明確說(shuō)reject可以resubmit. 大家看看，這種情況可以重投嗎？ I am writing to you concerning the above referenced manuscript, which you submitted to the IEEE Transactions on Circuits and Systems for Video Technology.
