When traffic demand is too high, it generate congestion in airspace and workload for air traffic controller. In order to reduce this congestion , we propose to build a local route network (adapted to the traffic demand) and to self organize traffic on it. When demand diminish this local route network disappear, and aircraft follow direct routes. First a mathematical model will be proposed and then optimization algorithm will be developed.
