經(jīng)濟(jì)發(fā)展概況
截至2007年一季度，區(qū)內(nèi)在建和投產(chǎn)工業(yè)項(xiàng)目30多個。2006年，實(shí)現(xiàn)GDP 43.9億元，比上年增長36.6%；工業(yè)總產(chǎn)值146.8億元，增長239.2%；工業(yè)增加值24.8億元，增長73.6%；稅收總額26.5億元(含海關(guān)代征稅)，增長138.2%；地方財(cái)政一般預(yù)算收入5.92億元，增長18.2%；固定資產(chǎn)投資55.1億元；港口吞吐量1016萬噸，增長135.3%。2007年，該區(qū)預(yù)計(jì)實(shí)現(xiàn)GDP 70億元，工業(yè)總產(chǎn)值350億元。區(qū)內(nèi)漿紙、油氣化工、電力等主導(dǎo)產(chǎn)業(yè)的雛型初步形成，經(jīng)濟(jì)正呈加速發(fā)展。
目前區(qū)內(nèi)投資上億元的有800萬噸煉油、100萬噸木漿、160萬噸造紙、44萬千瓦的洋浦發(fā)電、 8萬噸苯乙烯等項(xiàng)目；金華海物流倉儲、5萬噸糧食儲備庫項(xiàng)目正在建設(shè)之中；10萬噸聚苯乙烯、5萬噸雙氧水、18萬噸特種油品基礎(chǔ)油等一批石化產(chǎn)業(yè)鏈項(xiàng)目即將開工建設(shè)。
目前已定址洋浦，正在積極推進(jìn)的還有100萬噸乙烯、1000萬立方米石油儲備、60萬噸PX、PTA（規(guī)模待定）、300萬噸LNG、海洋工程船等項(xiàng)目。
開發(fā)區(qū)已建成800萬噸煉油、100萬噸木漿、86萬千瓦電廠及8萬噸苯乙烯等項(xiàng)目；正在建設(shè)160萬噸文化用紙、20萬噸衛(wèi)生紙等項(xiàng)目。即將開工建設(shè)的項(xiàng)目有10萬噸聚苯乙烯、18萬噸基礎(chǔ)油等；正在推進(jìn)的項(xiàng)目有300萬噸LNG、1000萬立方石油商業(yè)儲備、100萬噸乙烯、150萬噸烯烴、60萬噸PX 、90萬噸PTA、30萬噸乙醇、30萬噸醋酸。目前，以漿、紙及紙制品，油氣化工，石油儲備，港口物流等為主導(dǎo)的產(chǎn)業(yè)框架體系基本形成，發(fā)展?jié)摿薮蟆?br /> 但是，洋浦發(fā)展也存在以下不利因素：
一是隨著中國加入世界貿(mào)易組織（WTO），特區(qū)所擁有的政策優(yōu)勢和其他地區(qū)的差距正在縮小，洋浦僅僅靠優(yōu)惠政策已經(jīng)難以成為吸引外來投資，必須通過創(chuàng)造一流的投資環(huán)境來提高洋浦的吸引力和綜合競爭力。
二是缺少城市的依托，需要投入巨大的資金按城市標(biāo)準(zhǔn)建設(shè)居住生活設(shè)施、公共服務(wù)設(shè)施、交通組織設(shè)施和城市環(huán)境等來提升城市的吸引力和改善投資環(huán)境水平。
三是工業(yè)基礎(chǔ)仍然薄弱，特別缺乏為大型石化、造紙工業(yè)延伸產(chǎn)業(yè)鏈配套服務(wù)的工業(yè)企業(yè)群的支持。
四是目前該地區(qū)的城市化水平較低，并遠(yuǎn)離人才市場和科研教育中心，缺乏足夠的智力和人力資源支撐，需要加強(qiáng)高等院校和科研機(jī)構(gòu)的建設(shè)和高級人才的引進(jìn)，提高基礎(chǔ)研究和工業(yè)產(chǎn)品研發(fā)能力。
五是本地居民搬遷安置規(guī)模大，轉(zhuǎn)產(chǎn)就業(yè)難度大。

Economic Development Overview
As of the first quarter of 2007, production and construction of industrial projects in the region more than 30. In 2007, the area is expected to achieve GDP 70 billion yuan, industrial output value of 35 billion yuan. Local pulp and paper, oil and gas industry, electric power and other leading industries formed the prototype, the economy is accelerating development.
At present the region billions of investment projects are: 800 million tons refinery
1 million tons of wood pulp, 1.6 million tons paper, 44 million kilowatts of electricity Yangpu, 8 tons of styrene and other projects; Jinhua Hai logistics, warehousing, 50,000 tons Grain storage projects are under construction; 10 million tons of polystyrene, 50,000 tons of hydrogen peroxide, 18 tons of special oil base oil, a number of petrochemical projects in the pipeline construction industry chain.

Completed projects are: 800 million tons refined oil, 100 million tons of wood pulp, 860,000 kilowatts power plant and 80,000 tons of styrene and other projects;
Projects under construction: 160 million tons of cultural paper, 20 million tons toilet paper
Upcoming construction projects：10 million tons of polystyrene, 18 million tons of base oil
projects are promoting：300 million tons LNG, 1000 million cubic meters of commercial reserves of oil, 100 tons of ethylene, 150 tons of olefins, 60 million tons PX,90 million tons PTA, 30 tonnes of ethanol, 30 tons of acetic acid。
Currently, the district has pulp, paper and paper products, oil and gas industry, oil reserves, as the leading port logistics system is basically formed the framework of the industry, huge growth potential.
However, there are many difficulties in the development of the Yangpu:
----- Industrial base is still weak
----- Residents with low educational level, employment is difficult.
----- Low level of urbanization, and away from the job market, lack of adequate human resources to support
----- Lack of private enterprise, economically inactive
