In order to keep a high-quality technical workforce, the U.S. Department of Defense (DOD) should consider revising security rules that now exclude hiring foreign-born scientists and engineers—and think about starting “unconventional” research projects that might attract the best and the brightest, according to a new study on the Pentagon’s future workforce needs. 根據(jù)一份最新的關(guān)于五角大樓未來(lái)勞動(dòng)力需求的報(bào)告,美國(guó)國(guó)防部為了保持一只強(qiáng)有力的高科技生力軍,應(yīng)該考慮修改安全法案中不允許非美國(guó)本土出生科學(xué)家和工程師任職的內(nèi)容,以及開(kāi)展“非常規(guī)”研究項(xiàng)目來(lái)吸引那些最優(yōu)秀的和最聰明的科學(xué)家。 The good news is that DOD is not facing an immediate crisis in finding technical employees to replace an aging workforce, says C. Daniel Mote Jr., the former University of Maryland, College Park, president who co-chaired the study for the U.S. National Academies’ National Research Council and the National Academy of Engineering. “But it’s clear that DOD needs to be more assertive and prepared to compete” with industry, academia, and other nations for the best workers, he says. Jumpstarting exciting, innovative projects may be one way to attract recruits. Another is for DOD to “reexamine” the need for the strictest security clearances for some positions.
