試論中國(guó)特色協(xié)商民主制度的設(shè)計(jì)原則 摘 要：改革開(kāi)放以來(lái)，中國(guó)的協(xié)商民主實(shí)踐迅速發(fā)展起來(lái)，國(guó)家與社會(huì)的協(xié)商對(duì)話越來(lái)越豐富，基層治理領(lǐng)域的協(xié)商民主日益多樣化，公民參與熱情也日漸高漲，這都對(duì)中國(guó)特色協(xié)商民主的制度化建設(shè)提出了更為迫切的要求。本文在分析協(xié)商民主諸要素的基礎(chǔ)上，提出中國(guó)特色協(xié)商民主的制度設(shè)計(jì)應(yīng)當(dāng)遵循的五項(xiàng)基本原則：協(xié)商主體的平等性與多元性、協(xié)商客體的理性與包容性原則、協(xié)商方式的多樣性與程序性原則、協(xié)商過(guò)程的公開(kāi)性與協(xié)商性原則、協(xié)商結(jié)果的合法性與責(zé)任性原則。 |
