求助這個(gè)"reject and resubmit"是什么意思 已有11人參與

這篇文章9月18日左右投稿 現(xiàn)在回來(lái)了，讓我修改圖表格式后重投(reject and resubmit)。不明白的是，是不是這篇稿子還在編輯手中？還一直沒(méi)有送出去呢？但是，卻有EIC，EDITOR的審稿意見(jiàn)？難道僅僅因?yàn)閳D表格式問(wèn)題，就讓我reject and resubmit?（PS:以前的英文稿件，如果格式不對(duì)，改好就行了） 請(qǐng)問(wèn)，這是一種什么情況呢? 附意見(jiàn)：Dear Dr. XXXX: We would like to inform you that your manuscript ID XXXX which you submitted to the xxxX, has been reviewed. The comments are included at the bottom of this letter. In view of the criticisms of the reviewer(s), I must decline the manuscript for publication in the XXXX at this time. However, a new manuscript may be submitted which takes into consideration these comments. Please note that resubmitting your manuscript does not guarantee eventual acceptance, and that your resubmission will be subject to re-review by the reviewer(s) before a decision is rendered. You will be unable to make your revisions on the originally submitted version of your manuscript. Instead, revise your manuscript using a word processing program and save it on your computer.
