我不是你們專業(yè)的，所以不知道以下的建議對你是否有用，根據(jù)科技翻譯的一些基本要求與習(xí)慣，我建議改為：The significance(或者你說的meaning,不確定你是要定義還是強調(diào)，定義的話就用你的Meaning，強調(diào)的話個人覺得用significance好一點)of control is that (或者lies in，還是根據(jù)你的上下文來決定用哪個好)to achieve the aim of control only by adjusting the vehide's speed itself.
The significance of control is that reaching the purpose of control only by/via adjusting the speed of the vehide.
或者 The significance of control lies in reaching ........(同上)
或者 The significance of control is to achieve the aim of control only by (同上)
