Referee #1 (Comments for the Author): This paper deals with ***. The objective is ***.****. Its presentation is good. However, disadvantages in the existing literature on **** are not presented and its new contributions are unclear. Thus I suggest that it is thoroughly revised and resubmitted for its publication reconsideration in the Journal of the Operational Research Society.
