Overall I believe the technical contributions merit publication. However, there are multiple instances where I believe grammar corrections and sentence revisions are needed prior to publication. I have uploaded a pdf document with multiple comments and highlights of text that need improvement. I have put in proposed improvement recommendations in the comments. I have also included in the in text comments instances where additional clarification is requested for specific points.
