( 一) 培訓(xùn)投入要明確經(jīng)費投入比例 無論是社會主義新農(nóng)村建設(shè)，還是美麗中國美麗 鄉(xiāng)村建設(shè)，都離不開新農(nóng)民這個主體，從目前的實際 情況看，農(nóng)民要成為新農(nóng)民還有很大的差距，因此，各 級財政要把農(nóng)民培訓(xùn)經(jīng)費納入預(yù)算，并根據(jù)需要逐年 增加，這是保證新農(nóng)民培訓(xùn)的物質(zhì)基礎(chǔ)。逐步建立農(nóng) 民培訓(xùn)的融資渠道，把政府出資支持與向相關(guān)企業(yè)融 資支持相結(jié)合，把教育機構(gòu)的師資力量的技術(shù)支持與 民間資本的融合相結(jié)合，把農(nóng)民自組織的支持與農(nóng)業(yè) 企業(yè)人才培養(yǎng)項目相結(jié)合，確立合理的投資比例，是 未來完善培訓(xùn)投融資機制的有效渠道 。 |

According to current practical situation, it is still a way for peasant to become the new socialist peasants, therefore financial departments at all levels should include peasant training funds into budge, and increase this budge according to annual requirements, which is the material basis for securing new peasant's training. By gradually constructing financing channels for peasant's training, combining the governmental financing support and financing support from corporations, integrating technical support from faculty of education institution with private capitals, and binding self-organized support from peasant individual and talent cultivation project of agricultural enterprises, the reasonable investment proportion in peasant training can be established, which is an effective approach for improvement of future training investment and financing mechanism |
