造成這些問題的原因主要有：第一，資金、人力等方面資源的不足；第二，缺乏相應(yīng)保證政治參與的法律；第三，公信力的缺乏；第四，中國民眾缺乏自治精神與公民意識(shí)。目前，解決這些問題需要如下途徑：第一，完善和健全法規(guī)，奠定參與的制度基礎(chǔ)；第二，合理選擇和拓寬政治參與的渠道；第三，完善自身制度，提高政治參與能力；第四，策略選擇：合理定位與政府關(guān)系，保障參與權(quán)。 the reasons resulting the problems are mainly the next. first,shortage of funds and manpower.second, insufficiency of relevant law.third ,insufficiency of Credibility. the fourth, the chinese common people are short of autonomy spirit and civic awareness. at present ,the approach to resolve the problems are as follows.first,improving and perfecting legislation,establishing the foundation of institution.second ,reasonable selecting and broadening the channel of political participation.third,perfection of own institution,increasing the ability of political participation.the fourth,strategy choice reasonable orientation the relationship with government,guaranteeing participation rights |
