|
改革開放以來，隨著經(jīng)濟(jì)社會(huì)的快速發(fā)展，我國的非政府組織在不少領(lǐng)域內(nèi)，都取得了不小的成績。但同時(shí)也面臨著不少的問題。本文通過對(duì)非政府組織的理論梳理，以及對(duì)我國非政府組織歷史發(fā)展的歸納總結(jié)，以規(guī)范理論與經(jīng)驗(yàn)分析為基礎(chǔ)，總結(jié)了我國非政府組織發(fā)展面臨的六個(gè)問題，包括四個(gè)非政府組織自身所存在的問題：自身實(shí)力的不足、影響政府的能力不足、非政府組織之間缺乏協(xié)調(diào)與合作、缺乏公信力；還包括兩個(gè)國家社會(huì)存在的問題：缺乏公共事務(wù)參與的制度化保證、法律與觀念上的滯后。在這些問題的基礎(chǔ)上，進(jìn)一步提出了四個(gè)方面的改進(jìn)措施，包括：非政府組織加強(qiáng)自身建設(shè)，非政府組織改善與政府之間的關(guān)系，政府加強(qiáng)參與的制度化建設(shè)，政府拓寬非政府組織公共事務(wù)參與的渠道。 等待牛人了。 |

| Since reform and opening, with the rapid economic and social development, China's NGO (NGO) have made significant achievement in many fields, but it also faces a lot of problems. By combing the theory of NGO, as well as a summary of the historical development of the NGO in China, based on the normative theory and empirical analysis, summed up the six issues facing the development of China's NGO, including four intrinsic NGO problems: the lack of power, ability to influence government, coordination and cooperation between NGO and lack of credibility. There are also two national social problems: the lack of institutionalized to ensure participation by the public affairs and hysteresis of legal concept. On the basis of these issues, further improvements in four aspects are proposed including: strengthen self-construction, improve the relationship between the Government and the Government to strengthen the participation of institutional building, the government broaden NGO public affairs channel of participation. |

The paper aims at summarizing the six problems we faced, based on the theory of non-governmental organizations, and generalization and summarization with historical development of the non-governmental organizations in our country, normalization of theory and analysis of experience. The problems of the non-governmental organization itself can be concluded into for parts: the insufficient of strength, incompetence of the impact for the government, lack of coordination and cooperation between nongovernmental organizations, lack of credibility, the other two problems are the problems of national societies: lack of Institutional guarantee for participation in public affairs, lag of egal and ideological. The four approaches for improvement were proposed further, including: strengthening self-construction of non-governmental organization itself, improving relation between the non-governmental organizations and government, enhancing the construction of the systematization of participation, and increasing the channels for the participation in public affairs of the non-governmental organizations |
